Hello, sorry to bother once again
The problem here is I cannot upload images into the library because the download tab won’t load. Sometimes it will stop when it is 80%. When uploaded many pictures at the same time, the tab will stop at 20%. The files are not big and it used to load when I initially used the theme.
Do you have any suggestions?

Plugins can also affect this so please try to disable all plugins except visual composer, clear cache and reset cdn files if you use it. Then test the upload again.
Alternatively you can also test this on a wp default theme like twentysixteen to rule out theme interference as well.
