I have all plugins off (except WPML).
… and the API gets called, so I guess it must be activated correctly.

I think that you are referring to this -> https://i.imgur.com/NAM4DVA.png this is a video playlist and it can be set using tagDiv Composer, in order to make it to work, you need to use YouTube api key -> https://forum.tagdiv.com/youtube-api-key/ please check what you have set and what you are using, for example if you are using id or videos -> https://i.imgur.com/J0BpBq8.png.
If this is not what you mean, please provide some more details and some screenshots.

Some some times the youtube api key get eligible and you need to make a new one, there were few cases.
For me this is working -> https://i.imgur.com/lLiqUeN.png -> https://i.imgur.com/9lZGgsf.png

You were right, the 250 API calls in Google Console mean nothing.
I created API new credentials and those worked right away.
