As the subject refers, am not sure I got the exact name. But I will explain. I want a situation where a visitor is scrolling down and to an extent there will be a sidebar popout just to anounce a service or notification to the user.
How do I set up that?

Unfortunately that feature does not come from the theme. It can be added through a plugin. Unfortunately we cannot make any recommendations as we have not tested this kind of plugins. We have such a feature, it is called the more articles box which behaves as you suggested: http://screencast.com/t/Fs6k4lxom but this feature will show articles not services or notifications.

Unfortunately we have not used any of this kind of plugins so we cannot make any recommendations. You will have to try a few of them out using trial and error.
