I have a post category titled USA I can not delete. It does not have DELETE. Only Edit, Quick Edit and View.
It has 1,867 posts. How can I delete this category?
I have Newspaper Theme V 7.6

The only situation where a category could not be deleted (that I can think of) would be if that category is the default WordPress category for posts, set here

I believe by default it is the Uncategorized category, which cannot be deleted

In order to delete that category you will have to set a different one as default. This is a tutorial I found
