That is how the theme was designed. You will have to let your authors know to let those settings as they are if you want to have the same layout.

I am not sure if there is any specific plugin which can do this, but there is certainly a plugin called Advanced Access Manager which helps you control many aspect of your website and it’s access to different user roles. You need to check with the author of the plugin, on whether their plugin can help you in delivering this. That said, I would like to inform you as a word of caution that many such access plugins can cause conflict with Newspaper theme and throw errors on site.
