I have an issue with post rating.
In each post I selected reviews, then stars then 5.
How a user can rate my post?
I tired clicking on stars but no effect. Do I have to use a rating plugin?

Yes, ratings are intended for writing reviews, where the person writing review gives the thing being reviewed a ratiing, like movie/book, etc. — works just like in the theme demo on ThemeForest.
To let people “rate” the story or the movie/book, you’d need a “visitor rating” plugin.

Unfortunately, this feature has not been designed with this functionality. The reviews feature could be controlled only by the author’s and not by the users, sorry. If you want to have this functionality, mentioned by you above, please try to find some plugins with this functionality and test it on your side and see how it works for you or you can hire someone to implement this for you because we cannot provide custom services at the moment, sorry!
Please take a look to over this list of plugins and try to test some visitor rating plugins and check how it working better for you.
