Posts: Comment box closed when not logged in

The comments box underneath a post is only visible because someone is logged in. To encourage people to comment without seeing the “you must be logged in’ sentence (it’s off-putting and therefore most people don’t interact), how do I show the comment box to new users?

I have seen in a template where there are three extra boxes underneath the comment box; name, password and email address (I think that’s what they were). How can I make that section active even if a visitor isn’t logged in? Seeing a comment box is more inviting.

If you want to allow all users to comment on your posts, then please make sure this option is checked =>https://i.imgur.com/AFtZDeD.png
