Exist a way to force the loading style.css file without any type of plugin?
The problem comes when I make changes to the style.css. On the computer it is displayed well, but on the mobile they are not displayed

Please provide some more details about this problem, what code, what you want to achieve
? maybe you set a code but is apply the one from cache, or maybe is not strong enough to be apply.
