Problem with a form: it only works when user is logged in

On the page https://sipeges.it/soci/registrazione/ I inserted a form created with Zigaform (I also use this plugin on other sites and I have no problems with operation). This module only works when the user is logged in. Being a registration form it must always be active. From the analysis of the console there is a problem of loading the JQuery.
