Problems with user permissions to activate the theme

Hello,

When I try to activate the theme (purchased license) I go to ‘Activate Now’ but I get a message that ‘Sorry, you do not have permissions to access this page’.

My user is admin and has full web permissions. It is set to default and I don’t have any web permissions issues as it has them all.

How can I fix this so I can register the theme?
