Hello,
I am testing the theme but haven’t activated it yet. But to access the TD cloud library it needs to be activated. After all the testing and tweaking I will want to reinstall WordPress on a different email address. Can I use and activate the same theme on that new WordPress account with same purchase code?

Hello,
Yes, you can use the same code if you reset the old install first. Access the system status screen and pres the reset button for the license.
There is no limitation in moving a license on another website/domain
