Hi,
Only the flex blocks have the option to add/remove elements, the normal blocks use only the theme panel settings that will apply globally – https://i.imgur.com/kr3oLLV.png also you can import from cloud a flex block that was configurated to looks similar with block 11 – and you can edit it – https://i.imgur.com/ptKrbuO.png – https://i.imgur.com/cSPbpwJ.png
