When you say replacing News, are you referring to this one -> https://i.imgur.com/ml7bivf.png ? If so then this can be replace/changed from Appearance > menu it should be the first menu element from header menu. – https://i.imgur.com/xJGM2xe.png

Usually in tab browser is displaying the website name and yes, this is handle by the permalinks -> https://i.imgur.com/pVoItdb.png -> https://i.imgur.com/wavABV3.png -> https://i.imgur.com/42e55n4.jpg as my colleague suggest; for more settings you can use the Yoast SEO -> https://www.wearewibble.com/yoast-seo-how-to-change-your-wordpress-meta-title-description/
