Do I have to pay $19 for the Rev Slider Themes or is it included with my News 7 Theme

Noo, you must not buy anything regarding on Revolution Slider. Please notice that this type of plugin come bundled with our theme and you can directly install it from Plugins->Add New using the .zip file of it.
