When I select the option Row stretch > Stretch row , nothing changes how can I fix this?
it only work when I select the option : Stretch row and content , but I don’t want the content to be fullwidth.

The stretch will stretch just the background row, and you need to have set a color or image on background

You can do this :
Set the stretch row and 1200px content
