I wanted to add the shortcode from the contact form to the popup without having to create a new page, but I found out that the content field in the modal popup doesn’t support the shortcode, is that right?
Is there any way to solve this?

Yes, you can not add the shortcode; you need to create a page and set that page in a modal popup.
