I need to add my ActiveCampaign Shortcode to the Footer. How do I do this? There is no TagDiv from what I can see that is just a Classic WordPress editor.

The footer and the header on PRO versions are accessible only from the website manager as you can see here: https://www.screencast.com/t/yIYuLl7aCRIt
You can use the column text element in order to render shortcodes or use HTML codes.
Simply copy the shortcode and insert it in the text area of the column text as you can see here: https://www.screencast.com/t/UEMEsVKog
Column text is an element from tagDiv Composer.
