Show Date in different language with or without WPML

Hi, I have 2 questions about Show Date.
1.By default “SHOW DATE” displaying date in english. I installed WPML plugin, and even with translation it display in english.How to display date in russian?
2.How to change without plugin, so it displayed by default in russian?

Please check the settings from WordPress, there you;ll be able to set the date Format, Time Format and the Timezone
