1) The restro hero scene can be imported directly in the new cloud library elements:

2) Yes, you can create landing pages with the tagdiv composer. You cna also load predefined pages as well with the same method as shown above.

Yes, you can use anchor links on a page using the custom classes. You can see an example here: https://www.screencast.com/t/5zxIGH04O
A button element has a scroll to class section where you can add a class you want the button to scroll to. A custom class can be added to any block or row in the page builder.
