It can be implemented without revolution slider, yes. But it requires coding knowledge as you can imagine. There is no simple solution I can provide in this regard as it’s not a simple thing to do. You can maybe try to check the theme files and see how it;s implemented and maybe you can replicate the implementation.

I just don’t know how to formulate the question in search with my poor English. The word “parallax” is issued results on heavy sliders, which for such a simple effect don’t want to use.

‘Shortcodes Ultimate’ plugin (search for it) does this very well
I’ve used it with Newspaper with no problems – but I don’t use it now
You have to buy the additional shortcodes pack to get it.
