My site keeps serving up one of two possibilities.
1. I see AMP versions of my website on mobile and desktop
2. I see the mobile version of the site and the desktop version of the site correctly.
Why is this happening? I can’t tell if it’s a caching issue or not. I followed the wp super cache installation instructions exactly as stated in the documentation.

This seems to be caching issues. Firstly please try accessing your website from other devices and see how it looks. Also please contact your host and ask them if they have activated any kind of caching service on your website. Sometimes hosts do offer caching options that clients have no knowledge.

But AMP page should never show up on desktop right? Why does AMP show up for desktop users because of cache?

That is the Mobile theme, not AMP, AMP is just an Extension and you can reach to AMP only by entering your page from google results.
