Yes, you can achieve this.
You should upload a background image in theme panel by accessing Newspaper -> Theme panel -> Background -> Theme background. After this, you need to access Newspaper -> Theme panel -> Ads -> Background click Ad and paste the url there.

Is there no way to make ads clickable that are in the background if they come from Google AdManager? We have page takeovers and the ads serve but you can’t click them.
