I recommend deleting the blocks. You can align the lement using the option on the row and column for layout or you can split the row into more columns. You can import the blocks from the cloud.

But, you can use a plugin for this, for example the Members – Membership & User Role Editor Plugin.
2. You can only modify the footer with TagDiv Composer if you go to a page where it is assigned and edit that page with TagDiv Composer, and then you will have access to the footer also. For example, edit your homepage with TagDiv Composer, scroll till footer, click on footer zone and you can edit it.
