We like to change the width of the site for all pages, posts, home page etc.
I believe the current width for desktop is set to 1060 pixels.
We like to benchmark this website: HERE
They are set to 970 pixels.
What would be the most efficient way and to conflict the least with the functionality of the theme?

You might look at the Newsmag theme instead as it’s got a narrower layout, while Newspaper is setup for modern wide-screen displays and HD displays. There isn’t an “easy” way to resize all the templates, modules, image sizes, etc. — it’s possible but a *lot* of work.
To test this out, simply modify the basic @media queries in the style.css to see how that works.

As Chris suggested, it will be no easy task. There is no option to adjust site width. It was built with a fixed width and all elements depend on this width. If you change it, you will have to edit every element in order to make it fit to the new width.
