Hello Catalin, shure I try to explain better.
This is my home page.
If you try to scroll from up to down, viewing the ‘right column’ (the right side)
you can see the first block that move perfectly (like sticky/smart sidebar)
to show a perfect alignment. this is screenshot:
if you go down, you find a second block that has ‘td-ss-row’ as well, but this
wont not move/scroll. this is screenshot:
if you go down again, you can find the third block with ‘td-ss-row’, but this
don’t want to move/scroll too. this is screenshot:
Shortly: I can move with sticky/smart effect only first block abowe,
so where I do wrong?

I checked 100 times the settings as recommended but runs only the first block up …

Please ensure that you do not use some untested plugins which can interact with the theme js files and cause a lot of unknown issues. Try to disable all of them, leave just Visual Composer to active, clear all your caches and install only the plugins that come bundled with the theme packet and rule out any conflicting plugins. Also, if the problem is still there and if you need more assistance in this regard after you follow my above advice, please send us an email at contact@tagdiv.com with your log-in information (wp-admin) so we can further inspect it closer your setup page.
