Sticky Row under Header menu

We would like to know if it is possible to allow a row to be set to be sticky under our current sticky header.

We would also like to know how to change the default starting position of the anchor when someone clicks on link. Currently, it is scrolling too far to the top hiding the section title. We would like the section title to display. Please advise.

Hi Bill Fleak, I think that sticky row will be set with top 0, so what you can do is to select that sticky row and in css tab add margin top, try with 64 and see if is enough or to much.
