In order to change the style for quotes you need to go in Newspaper>Theme panel>Theme fonts> Post content -> https://www.screencast.com/t/sc6nKyEUU8ah

Please make sure that you do not have a plugin conflict, please deactivate all non theme plugins, also if you are using child theme please deactivate it, clear all cache and try again.

I’m also facing the same issue. Not able to see Toggle button and therefore not able to see Format option. Is it a potential bug. I’ve only TinyMCE (advanced version of gutenburg) installed.

Please make sure that you have the latest version of Newspaper them v10.2 and WordPress 5.3
Also please make sure that you do not have a plugin conflict, please deactivate ALL plugins except tagDiv Composer, also if you are using child theme or cache plugin, deactivate them, clear all cache and try again.
If there is still a problem, please provide some more details and some screenshots.
