We need to put the Subtitle input before the Title (1 line before) in every website. We’re making an news portal and here we use this information before. How can we do this?

Hello,
I assume you are talking about the post titles (on a post page, not on the homepage). There is no setting for this so you will have to edit the theme files to do it. You will have to edit every post template (file for every post template you use) and simply move over the subtitle code above the main title:
