I need tabbed content in widgets. Is it true that tabs cannot be chosen in widgets, only in pages?

Please notice that you can use the Tabs element from Visual Composer in your Widgets area if you are using the shortcode which is generated from VC and add it to your Text Block in Widget, like this -> http://screencast.com/t/xFGfZIbcB but please notice that it is possible to some additional customizations using the CSS for a better look.

Are you using some css code in theme panel; to customize your widgets? If so there will be a small delay while this css will be applied because it is loaded after main css from style.css. To avoid the delay try to insert your custom code directly in style.css file: http://screencast.com/t/KHJl6u3pdGp3
