I get ‘ page cannot be displayed’ when I select the Pagebuilder+Tile template on the site: http://dev.ntv.ca/

Try to deactivate all plugins except Visual Composer, deactivate the child theme, clear all caches, purge cdn files if you’re using then test the site again.
Let us know how it goes and if you still can’t mange to solve this please provide a link where you’re using page-builder+title so we can inspect this closer.

yeah, that didn’t help.
I’ve cloned that page (http://dev.ntv.ca/home/) check that url > I’ve set it to the pagebuilder+title template – that one that is causing the issues.
the main page now is set to default, so I can still work on it.

HTTP ERROR 500
Try checking the system status for the php timeout settings and also make sure you have 64M or more (96M or even 128M) assigne to WP in your wp-config.php file. Default 40M for WP not enough for Visual Composer on complex stuff.
