Text over image block

Hi,

I can’t find blocks to make look like this (look at links, Macedonian language but that doesn’t matter) https://prnt.sc/rqd1jd | https://prnt.sc/rqd1um .Can you tell me how i can do this?

Also, I have questioned how can I remove this space from here https://prnt.sc/rqd346 There aren’t CSS margins in above or under section/column/row.
