When I create a webpage using TD Composer I first create it in the desktop view. Then, I’ll take a look at it in the mobile phone view.
Does your theme or TD Composer scale the text size for phone view?
Many other theme do that. On the desktop, titles can be in fairly large fonts that won’t display well on a phone.

I don’t understand your answer. I’m creating a page in TD Composer with rows and inline text or other text elements – not blocks or post loops or whatever.
When the homepage is created, there is text in larger fonts for titles. These same titles would be too large to look good on a phone.
How do I get text to appear the proper size in both desktop and mobile. Because what looks good on the desktop does not look good on the phone.
And, please don’t tell me that some elements are responsive and some aren’t. Which ones?

All the elements from tagDiv Composer are responsive if you do not make any customization (font size, font height …), these are set by default on some individual settings per devices, if you make a change in one device, this will be set for all devices and you need to check the view port for each one and adjust the settings.
Please use the view port for each device -> https://i.imgur.com/t0FyJNn.png and the elements that are to large you can adjust from style tab by setting on individual view port a different font size, for example -> https://i.imgur.com/ALluoiv.png -> https://i.imgur.com/P6E2Iym.png -> https://i.imgur.com/aE3PHeX.png

Yes, this one can be too controlled on each viewport using the css tab from tagDiv Composer -> https://i.imgur.com/rwQJl6Q.jpg -> https://i.imgur.com/D1bPbNb.png usually the settings that you make on desktop will be apply on all devices if you do not set them individual.
