I have the latest version of Newspaper Theme and after update this bug appeared.

The bug also appears when I try to create the new Text Element:

So, it totally doesn’t work – no possibility to change the text style, add paragraphs, headings etc, no “Save” button, the typed text doesn’t appear on the site.
Please, advise how to solve this problem.

Does the issue happen in a new page or only for that page? try to clear all the caching you have, also CDN if you use that. Clear the browser cache or force refresh the page when editing (Ctrl+Shift+R). Let us know.
Yes, you are right – there is no WP editor options and if I add new Text Element and type plain text there – after closing editor window, the text is not saved.
I tried all your recommendations:
1. Cleaned cache – Chrome = More Tools = Clear browsing data
2. I don’t use CDN
3. Pressed Ctrl+Shift+R on editing page
But the result is the same. The element doesn’t work (((
