Theme keeps reverting back to stock styles.

I don’t know if this is a chrome issue, browser issue.. but the theme keeps reverting back to the basic white and blue settings. If I clear the cache it sometimes goes back… sometimes does not. I don’t know if this is a browser cache problem or a site problem. Because everyone in the office is experiencing it.

Please provide your website URL so I can take a closer look at it and also, so I can test it on my computer. You should provide some useful screenshots to show me where exactly the problem is.
