I am new to the theme. I have installed the Scandal demo template.
However, then I try to change the colour of the footer widget title.
The CSS from the theme setting is being overwritten by this static code

Can you please let me know what this static code is for and how can I reset or regenerate the code so that theme option are in priority?

Usually our demos are using custom css to have a different design, for this it is inserted in theme panel a custom body class -> https://i.imgur.com/BM7CMnp.png in this way the custom css set for this demo it will be able to overwrite the theme settings.
To be apply your settings from theme panel for all elements, you need to remove that custom class or to use a custom css with that custom class.
