I’m trying to change my thumbnail settings on that block, but it keeps hanging and never opens. Other settings work, just not that particular one.
I’ve deactivated all plugins, and the issue is still the same.
Please let me know what I can do to try to fix it.

Yes.
Oddly it works on my laptop just fine so something must be conflicting with it on the software side of my PC but I have no idea what considering I’ve used different browsers and cleared caches.
