For some reason, the theme panel is not allowing me to save. The square loading box just sits there spinning.

Nvm, I figured it out. If this helps I will late others know here. I put a WordPress on a subdirectory for a separate blog from the main site. Installed my theme which is the newspaper theme. I thought to myself what could be the issue considering I deactivated all the plugins. I logged into the main site which has wordfence a firewall tool it had blocked my IP address once I whitelisted on the main site I was able to save my settings on the Newspaper Theme on the subdirectory.

Thank you Thank you…this is exactly the same thing that happened to me. So glad I found your post…I was just about ready to give up! lol
