I’m not sure why a comment counter icon keeps showing up on every post even after disabling the “SHOW COMMENT COUNT” and “ENABLE COMMENTS ON POSTS functions.

You said ‘on every post’ which made me check single posts. Just go to theme panel>block settings>meta info on blocks/modules and disable comment count from there.
