I have been trying to create a single page template using an existing template from Cloud Library. Was working well. All of a sudden, I realized that when I activate a Cloud Library template from Theme Panel > Posts Settings, it does not take effect. I then decided to re-download the template from Cloud Library. But when I open a template, there is no option to install it!

So the problem is that the cloud template is not applying, do default post templates apply? if those do not apply as well, then it could happen because of the child theme. Currently there is an issue, when the child theme is active, the post templates do not apply as intended, regardless of what template is applied.
If you use a child theme, try to temporarily deactivate it, then check if the problem is solved. Let me know if that was the cause of the problem.
