I am not able to update the wordpress to latest version what might be the potential issues, i dont see the latest version notification on the admin panel …
do i need to change some settings in wp-config file ??

If you didn’t made any modification to wordpress not be updated you should have the option to update it. Or maybe wordpress was automatically updated please check at bottom of the Dashboard page – http://screencast.com/t/U3eY3mmuI

You might check your hosting provider to see if there are any special requirements such as custom permissions.
You can see your “version” by going to the “dashboard” in WP, and/or going to the second menu item on left of WP … “updates” (drop down under “dashboard”) — it will tell you if you need to update or not.
Normally to update automatically, you will need to either
a) enter in your FTP password and IP (common when you installed it yourself)
b) click update – if the program was installed by hosting panel
if (b) applies to you an it won’t work, you might need to put in support ticket with your host.
Latest version of WordPress is 4.2.1 — most host panels will auto-update it if the host panel installed it in first place (e.g., if you didn’t manually install it yourself).
