Can NewsPaper 6 allow us to create a blog post layout like seen here: http://www.houseofkts.com/how-to-make-it-work-as-a-single-blogger/ where basically the content sits at the top and then underneath where the comments section is, that’s when the sidebar shows up?

Hello,
You can probably replicate that on a page and place your sidebar using rows in visual composer, but for a post, the sidebar stays on top. The theme has no options to move the sidebar. The closest thing to the blog page you specified is this example using the classic blog demo: http://demo.tagdiv.com/newspaper_classic_blog/i-enjoy-my-hobbies-photography/ except for the sidebar of course.
