I had purchased a Newspaper licence some time ago, but I have not used it for any site as it was for more the research purposes.
Am I able to re-activate it or can it not be used? I am pretty sure I may have registered it for our test site at that stage?

If that livens was use only some tests, then all you need to do is to reset the key from that website test and activate it on the new website.
How to remove the licence key? simply reset the license key in the theme system status panel.

According to Envato license terms a theme can be used for a single end product (website)

But I don’t have that particular site any more as hosting was disabled and don’t have the access to that admin panel?
Is there any other way I can fix this?
im already using newspaper theme on my site. Then can i remove the key and using the new wordpress site..can i know where i can active or get a key for new wordpress

If the licence key was removed or the newspaper theme was delete (in this way the key is removed also ), if is so then you can use the licence.
