Yes, the user can open and edit, but do not have the possibility to save the changes, he will be able to hit the same button, but this will not save the changes, this can be done only by author and editor can save the changes.

Isn’t there any way to disable author and editor access to the cloud templates and keep only Admin access?
This can cause issues if an author edits the template from the cloud template section because all main templates are on it.

The authors do not have the capability to edit cloud templates, only create and posts articles.
