I added, add_filter( 'jpeg_quality', create_function('', 'return 50;' ) ); in functions.php and visited mt tools to regenerate the thumbs but then i am getting this error…
“Fatal error: Cannot redeclare is_php_version_compatible() (previously declared in /var/www/wp-includes/functions.php:7165) in /var/www/wp-content/themes/Newspaper/functions.php on line 7165”
Then I removed the newly added code, but still, the website is not working. What should I do? Please help.

Please remove all the code that you set in functions.php, re-save the permalinks and clear all cache.

Is very possible that you have a strong cache on your website or host, if the problem was not solved by removing the code you set in functions.
