Is there any way to use the post title as the alt img tag for the featured image?
If not, do you know of any plugins that can accomplish this and are compatible with Newspaper theme?

Hello,
Sorry but the theme does not have any such feature. You will have to manually add the alt tags in the media library.
You might want to try a plugin such as: https://wordpress.org/plugins/automatic-alternative-text/ but it is not tested. There are quite a few automatic alt tag plugins to choose from. Maybe you will find one that works properly and suits your needs.
