When an Admin edits a lower level users profile where the Contact Info is populated, on save they get a 404 error regardless of the info being changed. (i.e. if it is a change of password, name etc – not necessary change of contact info.) Save works find when all the details are removed from the contact info section.

Try to make a new clean install from scratch via FTP way because this is the surest method, in this case, clear all the caches and check the results. We do not have any bad reports in this case. Also, if you are using some untested plugins, try to disable all of these and leave just to active only the plugins that come bundled with the theme core files and check the results.
