Unfortunately the TinyMCE editor is a WP feature, not from the theme. We have no solution to provide in this regard as we have not tested the implementation of this feature anywhere other than the standard spots. Mybe you can find a few online resourcess for this but it will require coding skills on your part.

Again, this is a WP setting, not coming from the theme. if you want to add shiortcodes to that area it has to be made custom. The filed will not accept shortcodes in the user settings area. Code has to be added to the WP files as this topic suggests: http://wordpress.stackexchange.com/questions/89156/allow-shortcode-in-the-author-bio-textarea
