User publishes without plan

I tested a “Author” user to publish a listing and they are successful. But they should purchase a plan to be able to submit a listing.

For example, the basic plan is restricted to 1 listing. Once the user publishes without a plan, then it mentions “You have reached your limit of posting new articles”. The User can just visit the “add a new listing” page without a plan.

I thought I restricted it but its not working. What am I doing wrong?

How to make it so that the user MUST purchase a plan to be able to visit “add a new listing” page?
