How come the option for User Registration does not appear in Settings – General, as described in the manual. I want to set up a user registration page. Please could you help me with this.

Anyone can register - Check this checkbox if you want anyone to be able to register an account on your site.
New User Default Role
This pull-down box allows you to select the default Role that is assigned to new users. This Default Role will be assigned to newly registered members or users added via the Administration > Users > Users Screen. Valid choices are Administrator, Editor, Author, Contributor, or Subscriber.

The problem is that this “anyone can register” checkbox is not appearing in the Settings – General Screen page
The option simply doesn’t appear
Any other advice would be much appreciated
Turn off any plugins that affect admin settings. Make sure you’re logged in as ‘admin/superuser.’
Worst case if your WP install broken, do fresh install of WordPress.
Theme does not change WP basic screens.
