What padding and block would that be exactly? Some more details or examples would be helpful. Maybe it is possible with some CSS.
Ad boxes can be placed in the page content in any location you want.
I want that the whole center block moves to the left.
As I refer to the website in this image. The website content is moved to the left site in order to ad ads to the whole right site.

That is unusual, so you want to display the whole page content aligned to the left, in the whole website.
By a theme setting this would not be possible, the theme containers are designed to be centered.
Aligning the whole website to the left could be forced with CSS, but the design of some elements will probably be damaged or broken. So a foolproof solution is not available unfortunately. Sorry for the inconvenience.
